The purposes of this policy are 1) to ensure that the District retains control over the messages it chooses to express on its property, and 2) to keep District property a politically neutral learning environment for students.
District property is not intended to serve as a forum for free expression by the public.
The following flags are the only flags permitted to be flown or displayed on District property:
- The flag of the United States;
- The flag of the Commonwealth of Massachusetts;
- Official flags of the District or municipality;
- Official flags of the U.S. Military;
- POW/MIA flags; and
- Flags of other states or foreign countries displayed for educational or ceremonial purposes.
For the purposes of this policy, “District property” includes its flagpoles and all other exterior and interior spaces of District facilities.
Nothing in this policy shall be construed to infringe on students’ rights to free speech and expression.
